I'm a web programmer for the Center for Space Environment Modeling (http://csem.engin.umich.edu) at the University of Michigan. (Don't look at the group's website yet...its the old one that we're working to retrofit). I have numerous gratis and consultant sites that I've put together, each a bit on the bleeding edge of things, benefitting from past work. Form follows function on my sites, but lately, with the help of Bootstrap, I can accomplish both.

My current obsessions are Twitter Bootstrap and JQuery, but PHP, MySQL and JavaScript remain my daily workhorses. I can totally recommend the Coda editor from Panic Software (http://panic.com/coda), for I stay in the editor my entire day.
